In the 15-plus years since 9/11, terrorism risk in OECD countries has altered substantially.

While there are still occasional "spectacular" attacks, such as those in Paris in November 2015, there is an increasing trend of lone attackers or loosely organised groups targeting civilians using improvised weaponry.

The Westminster attack in the UK on 22 March 2017 is indicative of the type of incident most likely to slip through the net in today's high security environment.
